Terms of Service

Effective date: July 27, 2026 · Phoenix Emergency Solutions ("PES", "we")

These terms govern use of the RCC Matrix applications and services. RCC Matrix is provided to organizations under a service agreement; if your organization's agreement with PES conflicts with these terms, the agreement controls. By using RCC Matrix you agree to these terms.

RCC Matrix is not an emergency service. It does not contact 911 or any public emergency service, and it must not be used as a substitute for one. In an emergency, move to safety and call your local emergency number directly. Features that reference 911 record what you tell your team — they do not place calls on your behalf.

Access and accounts

Accounts are created and managed by your organization's administrators. There is no public signup, and access may be modified or revoked by your organization at any time.
You are responsible for keeping your credentials and one-time passcodes confidential and for activity under your account.
You must be authorized personnel of a subscribing organization to use the service.

Acceptable use

Use RCC Matrix only for legitimate incident reporting, coordination, and related operations of your organization.
Do not submit knowingly false reports, impersonate others, probe or disrupt the service, or attempt to access data of organizations or users you are not authorized for.
Content you submit (reports, notes, photos) must be lawful and connected to your organization's operations. Your organization owns its incident records.

Service reliability

We engineer for high availability, but no software, network, or notification channel is guaranteed to be available or timely. Push notifications, SMS, and voice calls depend on third-party networks and device settings outside our control. Your organization must maintain independent emergency procedures that do not depend on RCC Matrix.

Intellectual property

RCC Matrix, including its software, design, and branding, is the property of Phoenix Emergency Solutions and its licensors. Your organization's data remains its own.

Disclaimer and limitation of liability

The service is provided "as is" to the fullest extent permitted by law. PES disclaims implied warranties of merchantability, fitness for a particular purpose, and non-interruption. To the fullest extent permitted by law, PES is not liable for indirect, incidental, or consequential damages, or for losses arising from failed or delayed notifications, network outages, or reliance on the service in place of public emergency services. Nothing in these terms limits liability that cannot be limited by law.

Termination

Your organization or PES may suspend or end access at any time. Provisions concerning data ownership, disclaimers, and liability survive termination. Retention of incident records after termination is governed by the organization's service agreement and the retention terms in our Privacy Policy.

Changes

We may update these terms and will post the current version at this address. Material changes are communicated to your organization's administrators. Continued use after changes take effect constitutes acceptance.
